Southern California communities we serve

We offer fire rebuild services in the following cities and communities. Project availability, site access and the proposed scope are discussed during your consultation.

Jurisdiction matters

One region. Different rebuilding authorities.

Start with the actual parcel jurisdiction, not just the mailing address. City of Los Angeles, Los Angeles County and individual incorporated cities have different applications and review processes.

Malibu

City of Malibu Planning and Building Safety

Check the disaster-replacement exemption or other applicable coastal pathway before assuming a Coastal Development Permit is required. Some matters remain within Coastal Commission appeal or retained jurisdiction.

City of Malibu — rebuilding regulations and guidelines

Pacific Palisades

City of Los Angeles / LADBS

Pacific Palisades is part of the City of Los Angeles. Review the City’s rebuilding process and eligibility for available streamlined pathways; expansion and site conditions can change the review required.

City of Los Angeles — rebuilding permit support

Altadena

Los Angeles County

Altadena is unincorporated Los Angeles County, not the City of Los Angeles. Use the County’s disaster recovery permit process and confirm which departments must review the proposed scope.

Simi Valley

City of Simi Valley Building & Safety

Properties inside city limits use the City’s building process and adopted codes. Nearby unincorporated Ventura County properties have a different authority; verify the parcel jurisdiction first.

City of Simi Valley — adopted building codes

Which wildfire construction code applies?

“Chapter 7A” alone is not a complete permitting specification. The 2025 California code cycle includes the California Wildland-Urban Interface Code, effective January 1, 2026. Your permit circumstances, hazard designation, local amendments and design team determine the governing requirements.

Southern California fire rebuild questions

Which Southern California communities does DWD serve for fire rebuilds?

DWD Builders offers fire rebuild services in Malibu, Pacific Palisades, Altadena, Simi Valley, Topanga, Agoura Hills, Calabasas, Woodland Hills and Porter Ranch. Contact the team to discuss your property, scope and availability.

Do Pacific Palisades and Altadena use the same permit department?

No. Pacific Palisades is within the City of Los Angeles and uses the City’s rebuilding process, including LADBS. Altadena is unincorporated Los Angeles County and uses the County’s disaster recovery permit process. Confirm the property jurisdiction before selecting a permitting pathway.

Who handles a fire rebuild permit in Simi Valley?

For a property within Simi Valley city limits, start with City of Simi Valley Building & Safety. An unincorporated Ventura County address may use the County instead. A postal city name alone does not establish permit jurisdiction.

Is Malibu coastal review the same for every rebuild?

No. The City’s guidance describes qualifying disaster-replacement exemptions and local coastal permitting, with Commission appeal or retained jurisdiction in some circumstances. The proposed scope and property conditions determine the review needed.

Can an expedited pathway guarantee when my rebuild starts?

No. Eligibility and a complete application are only part of the process. Design revisions, site investigations, utilities, agency reviews, contractor availability and procurement can affect the start date. Establish a site-specific schedule rather than assuming one regional timeline.

How do I choose a fire rebuild contractor for my area?

Verify the contractor’s license directly with the CSLB, review project evidence and the contractor’s actual role, and ask for a written scope, exclusions, insurance documentation and a preconstruction plan. Discuss how the contractor will coordinate your local building authority and design professionals.

Permitting information is general planning guidance. Agencies determine property-specific eligibility and approvals. Confirm current requirements with the relevant authority and your licensed design professionals.

Where are you planning to rebuild?

Tell us the community, proposed scope and where you are in the planning process. We’ll discuss the next construction steps for your property.
